In 1991, Kuwait was beginning to be recognized as a Russian Federation as the and as the successor state to the former Soviet Union. There was an embassy held in Kuwait city, Kuwait and another held in Moscow, Russia. Mr. Alexy Soloman was the ambassador from Russia. Abdulaziz A. Aladwam was the ambassador for Kuwait.

Also in 1991 the Kuwait Trading Company extended it headquaters in Moscow, Russia with a loan on US $1 billion on a 7 year term. Later in 2006 Russia and Kuwait agreed to to settle with US $1.6 billion debt from the former Soviet Union. The repayments were repayed in US $1 billion in cash and US $600 million dollars worth of goods.

In 1993, the first Persian Gulf Arab state, Kuwait, signed a military agreement with Russia. Prior to this there was an agreement made for the naval forces to be joint. No more than 2 years later in 1994 there was another agreement made with Russia about the loan of fighting vehicles.
