Storyboard Text

  • The articles of confederation must be revised.
  • Let the Constitutional Congress begin to revise
  • We should count slaves as people!!
  • We shall not! They are property not people
  • Under the Articles of Confederation, the nation had financial problems, but also had an act called Shay´s Rebellion. This act shocked the congress and called in a delegate from each state to Philadelphia to revise the Articles of Confederation.
  • Slaves will be declared property for another 30 years, then we will come back.
  • As the Constitutional Congress met, they begin to revise the constitution. But run into some problems. The first one was called The Great Compromise. Larger states had larger amount of people, smaller states had less people, so they wanted to know how many delegates they had. They made plans about how they would work this out, and they did.
  • The came to another argument that how slaves should be counted, the southern states thought that was bonkers, and that it should not matter. This came to be the 3/5 compromise, the south agreed to count slaves as 3/5 of a person.
  • Another dispute came again, about slaves. The delegates say in 20 years they will talk about ending slavery, 20 years came, then they said another 30 years, until one day the south left and it started a war.
  • Then the Constitution Convection came to an agreement, that if 9/13 of the delegates agreed to allow the new constitution, it would be ratified,  they also had the state legislatures would ratify the constitution, even tho Madison argued deeply about it, that the ¨fountain of all power"should decide.
  • Now that the constitution  is being ratified by the states, the states talk about what they can do, Franklin says 'I do not entirely agree with this, but i will sign because this is the best we´re going to get.¨Mason thought it gave too much power to the national government, and Gerry decided not to sign because believed the new plan didn´t protect the rights of people
