In Monarchy, corruption was another risk that was recognized by the Romans. To fix it, the Romans decided to create two consuls in the Roman Republic.
In the Roman Republic, there were two rulers (consuls) that took the place of the king. In the Republic, Romans avoided corruption because two opinions went into every decision the government made.
The consuls switched off having control over imperium (the military) every month.
Both consuls could also veto/overrule each other's ideas/decision. This made it so that both consuls had to agree on law/decision.
I shall veto that rule!
