Ralph and Piggy discover the conch shell on the beach at the start using it in the beginning of the book and use to bring the boys together after the crash separates them. The conch shell becomes a powerful symbol of civilization and order in the novel.
Jack who doesn't like that Ralph being chief is using savagery to convince the tribe he should be the leader not Ralph.
