  • Ahhhhh!
  • 1689: King James lost his throne after Parliament decided his deserting the kingdom was abdication. 
  • You can't do that your majesty. That law was passed by Parliament. 
  • I am going to suspend that law.
  • The English Bill of Rights forbid the sovereign from suspending any law passed by Parliament.
  • You can't do that your majesty. The Parliament does not approve the tax.
  • I shall impose a tax.
  • The English Bill of Rights also forbid the sovereign from imposing a tax that Parliament did not agree upon.
  • Only two pence?
  • With the new bill, certain things including excessive bail / fines and cruel / unusual punishments were not permitted. 
  • Now, without excessive bail, you can get out for just two pence.
