Although the crisis might help, due to less force being against them, they can also suffer. On top of that, fewer people might join since they have to deal with suffering, but they also might want to move from that place in order to go in a safer, more protected place.
Since cowboys depend on water for their animals and plants, they can't survive like they used to normally do. They will have to find new ways to survive, causing them to abandon the cowboy culture. People might still commemorate the old way of living.
Because the settlers are weakened by the catastrophe, it will give Native Americans the chance to regain power. Although this might be true, they will not be able to do it for long since they will also get hurt due to the water crisis. The Native Americans who depend on seafood and plant life near the coast will lose their food sources. They will also lose the water they drink and use to grow plants. However, they might also find other water sources not known by anyone else.
The politicians and government officials will focus on making sure the whole nation stays put together, so they will worry less about the politics, making Texas less powerful politically. It could also make it so that they start debating on how to work things out.
The lack of safe, clean water will cause Texas to have less money and soldiers, making it more vulnerable to Mexican control. Mexico will see Texas in its pitiful state and see that as a chance to gain control once more. It will see the sick people and see that they can offer help to Texas so it can gain more money and have clean resources.
