Now jimmy, to answer your question, if a phenomelanin pigmented person lives in a place like Africa that is mostly in the equator, then what will happen is that their will be to much UV light, because the sun mostly hits in the equator, and what will happen is that because that person have thin and light pigmented melanin then the UV light radiation will passe threw the melanin and will make a damage in your DNA, which means it it will mutate one or more genes and that is some thing bad because it can lead to diseases like skin cancer.
