Once upon a time, Russia fought in the Crimean War against France, Britain, and the Ottoman Empire. When Russia lost, the government realized that they needed to make many reforms. As part of their reforms, all the serfs were freed from serfdom.
Another reform that Tsar Alexander II made was the Zemstvo, which was a local form of government that was still subordinate to the traditional bureaucracy. Peter was excited to get to vote for the members.
Even though Alexander II promoted economic and industrial modernization, Peter and others were discontent with many of the political reforms that Alexander II made. He joined a group called the “People’s Will” that ended up assassinating Alexander II.
