The delegates from Virginia propose that the legislature should be bicameral, with representation based on each state's population. There is no need for executive or judicial branches.
What?!? That would make the more populous states have way more influence in the government! The smaller states would have almost no say in the political affairs of the nation if that becomes the structure of the government!
The delegates from New Jersey propose that the legislature remain as it is under the Articles of Confederation, with each state having one vote in the unicameral. The Articles would be amended, though, to give more powers to Congress.
it seems as though both proposals would work for being the legislative system, but neither one is favored by every state. Let us come to a compromise between the two ideas.
Connecticut proposes this compromise: that the legislature be bicameral, with the lower house having representation based on each states population, but in the upper house all states would have an equal vote.
It seems the states are in agreement that the Connecticut proposal is the best option for the legislative system. This is how it shall be in our Constitution.
