The story is an example of people blaming others for something that they think they did but actually didn't, they only did it to feel safe. The entire page 16 for the script of the episode gives my example lots of reasons, people just go around blaming others with no explanation.

one day on Maple Street, a huge object flew overhead and after all the power turned off. Everyone was flustered and confused. Then a boy named Tommy spoke up and said aliens were the cause of this, he then stated that the aliens looked like humans so anyone we know might be the alien.
The people of Maple Street went into a panic and then blamed anyone for being an alien if something weird were to happen, like the lights turn on after the power goes on or if their car started after many attempts of starting it.
This conflict went on for some time and people got to the point where they have to watch each other at night to see if anything ominous would happen.
After blaming everyone they could, the people of Maple street then went to physical injuries and threw rocks and bricks at each other. The once peaceful neighborhood turned into a full out war.
people ran in fear to try not to get hurt and to escape everyone whom might as well be an invader. they chose the sides that were the safest so they could BE safe.
All the while only two men stood out from the rest. They stood watching them kill each other. All they were doing is switching the lights on and off, and watched in amusement as the people of Maple Street tore each other to shreds...nobody did anything, so don't blame someone until you have proof if they did so or not.
