This was an example of the Jim Crow Laws that legally allowed this. The Supreme Court Case, Plessy vs. Ferguson said the Jim Crows Laws were constitutional.
The Ku Klux Klan threatened and intimidated colored people. A burning cross symbolized there was going to be a lynching soon. The men standing by are the people who called the Johns' family home phone to tell him to go to the church. This is a threat to Vernon Johns because now he has to be very cautious because he has a family. The KKK also started getting very violent around voting times because the 15th Amendment guarenteed blacks the right to vote.
The 14th Amendment and the Civil Rights Act guarantees every single citizen of the United States civil rights. Mr. Johns is vexed by the "Whites only" sign outside the door and the white man smashing the glasses on the floor.
