A man in the military threw a can of rations at a homeless child asking for food. The child was stunned at her bleeding forehead while she fought trying to save her food from the other hungry children there. She laughed. The guy who threw the can also laughed as he was getting ready to throw another can at the faces of other hungry children for entertainment.
The character wanted to remember the girl. She just got hit in the head but she was laughing and smiling like it was a joke. She's happy she got food, but the character knows that the guy next to him did it on purpose. He's in awe.
The author is trying to remind the reader of the unjust and cruelty in the world. Reminding us to think before we act. The soldier thought so little of the hungry children as if they were less human to him because of the war. He hated the kids because of their need that caused him to be in the war.
