A good leader should be concerned about the rights of the people unless it interferes with getting something done.
If a leader were to just disregard their citizens then they would become hated and would make decisions that only benefit them.
If a leader were to care about the rights of their people then they would rule with the people at the source of everything making decisions that benefit the people and not just themselves.
If a good leader saw that the people were voices opinions that they knew were wrong then they would have to go against them. If they chose not to then disaster could result.
So although many people think their leader might be against them on an issue because they don't like them, it may actually be because they can see the disaster that could occur if they were to listen to the people.
In conclusion, although people and their leader might not always agree, that doesn't mean the leader doesn't have the people's best interest at heart.
