In the time of War "bonds" were issued, promising to repay any money that was borrowed. Some waited for this, but many had sold it off to others. In this plan the debt would be payed off in the exact value making the ones with bonds rich while the original owners did not get any cash. This idea made others upset. The South was especially not happy with this idea because they had already accumulated the money to pay off their debt. So they didn't want to have to help pay off the North's debt.
Taxes and Tariffs on Goods
To receive more support from the South, Hamilton promised to try and get the Nation's capitol in the South. Congress ordered for a special district to be laid out between Maryland and Virginia. It was named District of Columbia (D.C.). This became the Nation's Capitol.
Turmoil In the US
Hamilton proposed that there be a National Bank, so that they could borrow and manage their money. Despite the opposition from Jefferson and Madison, a National Bank was established.
A "Whiskey Rebellion"
Hamilton believed that the US needed more manufacturing and proposed "protective tariffs" (high taxes on imported goods) The Tariffs would prove beneficial and many were passed. Madison and Jefferson was creating a government made for the wealthy and organized opposition against him.
George Washington faced multiple issues as President. Such as the conflict between Britain and France. Despite their influences however we remained neutral. Another conflict was the Westward Expansion. The Native Americans joined with the Spanish and British in opposing the US.
In 1791 a tax on whiskey was created. Some citizens were angered by this and staged a violent protest. Alarmed by this Congress sent the army after them, sending the message that force would be applied if needed.
