- After the independence was declared, each colony became a separate and independent state. The second committee was deciding how the thirteen new states should cooperate this cause the committee to draft the Articles of Confederation.

- The confederation made the states cooperate with each other. The congress of confederation was to 2 - 7 delegates to the congress
- Provisions of the Articles of Confederation
- When Articles of Confederation was approved, the continental congress was replaced by the confederation congress. Many states threatend for freedom rights and some people even violated private property

- The American Revolutionary War had resulted in massive war debts. The constitutional Congress and state governments imposed a Poll tax to pay for the Revolutionary War debts.

- When massachusetts militia was able to crush shays' rebellion, many americans though it was time for a change.

- The colonists wanted to create a central authority strong enough to defend the nation promote its well being but not so strong that it would threaten individual rights
