  • We here state that we are free from Britain by signing the Declaration of Independence.
  • Well, I have an idea. Why don't we keep the bicameral legislature, the senate has equal representation and the house of representatives is based on population?
  • What are we going to do about the slaves when it comes to representation, my state does not have many slaves while some have thousands. This is not fair.
  • We have all met here are the Continental Congress to work on the Articles of Confederation.
  • That would be unfair! I have a small population. Why don't we just all have one vote and keep what we already have?
  • I say that we have a bicameral legislature Branch and representation would be based on population!
  • Sounds like a fantastic idea!
  • We will count each of them as 3/5, so it will be fair among all states.
  • What are we going to do to make sure that one branch does not have to much power?
  • First, each branch will have different and limited power. Then each of the Branches will watch over another branch to make sure that they are not doing anything that they should not be.
