talks to Ireland about the women and children being in mistreated and being "all in rags" and how his country is "deplorable" He uses emotion to convey his disappointment in his country the is effective because it uses emotion to try and get audience on his side.
he try and use numbers like "120,000" to say how many women have birth to useless children and how the children would better be used for profit in a sarcastic way. This is effective because because he makes him sound smart and math is never wrong....

In his proposal he compares people to animals and talks about cooking children also sell them but that not what he really means. He really means that Britain was treating them like food and Ireland is not stopping and helping their people. Also he mentions an American acquaintance that he uses for "information" to prove his point and so if not to put the backlash on himself. Also to credit himself with is ethos.

he basically say unless you have a better solution to all of this do not get mad at me. see what is happening around you.
he says don't get mad at me get mad at Britain and the people around you all of you are causing this. Also he says that he is not doing this for a personal reason just for the benefit of the country.
