One of the big issues in the summer of 1787 in Philadelphia was the waste all over the town and roads. It gave off a terrible odor and people would always be stepping in it.
A group of delegates met up at Independence hall in Philadelphia to come up with something better than the Articles of Confederation because the states had all the power. Shay's Rebellion made a lot of people question the governments authority.
The delegates argued if the states or the people should have more power. The first plan called the Virginia Plan and it was drafted by James Madison. The Virginia plan gave the bigger states the advantage because it went off the population.
The Second plan was the the New Jersey Plan and it was drafted by William Paterson. The New Jersey plan gave the smaller states the advantage because it gave each state the same amount of representatives.
The final Idea they came up with was called the Great Compromise and was drafted by Roger Sherman. This had two groups the senate and the house of representatives. This made it far for big and smaller states because it was based on population and representatives.
The delegates also argued if slaves should be counted for representation in the government. Southern states wanted them to count but the Northern states wanted them to be property. They decided that slaves would count as 3/5 person towards representation.
