Ralph tried to make a list of who will be watching the fire when so that it doesn't go out. Thou Ralph realizes that most of the older boys are no where to be found. It symbolizes how the boys are slowly losing their humanity.
Jack declares to the hunters who they will hunt and eat meat and he will be the chief. Jack has officially turned his back on Ralph who was trying to lead the group civilly and without killing anyone. He believes that he should to the leader since Ralph hasn't done any hunting and got them food.
Jack takes the head of the pig him and the hunters killed and put its head on a pike as a gift to the beast. The boys still believe that there is a beast on the island and they offer the head to please it.
