Montag's society was a place were the central government wanted everybody to be perfect in the sense that they all did pretty much the same thing and believed everything that their government told them. Everybody should look the same and think the same way.
No Independent Thought
In Montags society it was expected that everybody act the same way within their jobs and inside of their homes. The government wanted everybody to believe what they saw on their TV's so that everybody would be uniform in the sense that they would all believe the same thing. This way the government would not have to deal with any rebellions or riots.
In the story the citizens were under pretty constant surveillance. They would be monitored by the firemen and their government would monitor them to see if they had any books or were doing any thing bad or illegal.

In the society that montag lives in there wasn't much room for independent thought. The citizens were mostly forced to think one way or another through their constant berating from their TV's. A great example of this is when montag escaped from the city but the police arrest an innocent man so that they will be "victorious"
The government in montags society was very oppressive in the sense that they would not let their citizens read any books for the fear that hey might gain knowledge and actually see how oppressive their government really is.
As faber said in the book the citizens in montag's society have virtual no free will or down time. The citizens do not have the right or free will to express independent thought or to do whatever they want. A great example of this inability is how the people of montags society were not allowed to read. The fireman would burn the books instead of putting out fires.
