The leader is keeping the foreign aid to himself, because the foreign aid is an exchange from leader to leader. Since he is a dictator, he doesn´t need to worry about the happiness of his people.
Countries that can survive without foreign aid will thrive, since they can focus on improvements and developing their country. Countries should be given guidance (a fishing pole) and not foreign aid (a fish).
Now that we can provide for ourselves, we´re much better off!
