A rabid dog shows up in the town of Maycomb and is close to where the Finches live. Cal calls Sheriff Tate for help. Atticus was in the car with him. the Sheriff asks Atticus to shoot the dog. He does. Atticus is trying to teach Jem that violence doesn't solve everything.
Atticus talks with Jem and Scout about how it is a sin to kill a Mockingbird. He is trying to teach them that you cant judge a person based on their past and what they have done. They first have to know what he or she has been through.
