someone has a idea and wants its to be a law. that idea is sent to the house or senate to be introduced
once its introduced the clerk gives it a number and a title. then its put on record and sent to a committee.
a committee is a small group of senators and representatives. they talk together about the bill, research and make changes if needed. they can vote for it to be passed or not reported. it may be tabled and never talked about again. after the committee votes it passed its sent to the debate floor
the bill is then debated on by the house and the senate. if needed change to the bill will be made. both sides have to agree on the same version of the bill. once the bill is finally complete it can be voted on by the house and senate.
once voted on and passed it is sent to the president for his or her approval.
