Flavius and Murellus find the city rejoicing in the return of Caesar. They begin to tell the citizens not to celebrate his return, and shames them for their unloyalty to Pompey.
Cassius speaks with Brutus about the race and if he will attend. Brutus speaks about how he is at war with himself, and will not attend as he is not into sports. Cassius begins to encourage Brutus, telling him how much better is than Brutus perceives himself.
Cassius and Casca talk about the tyranny of Caesar and join together to plot his assassination. Cinna approaches and Cassius gives him parcels to give to Brutus
