First it has to be an idea before it can be an official bill in the making
Anyone can have an idea for a bill, you have to contact an elected official to share your idea. If they agree with the idea they can try to write a bill.
A bill can start in either house of congress when its by its primary source, senator, or a represenative. The bills are placed in a wooden box that is called the hopper.
Next the bill is introduced
Represenatives or senators meet together in a small group to research, talk about, and make changes to the bill. They either decline or accept the bill.
The bill goes to commitee
Members of the House or Senate can now debate the bill andpropose changes or amendments before voting. If the majority votefor and pass the bill, it moves to the other house to go through asimilar process of committees, debate, and voting.
Congress debates and votes
The president can either approve, veto, or do nothing with the bill. After the president approves the bill it is now a law.
