The New Jersey plan consist of a single chamber legislature with each state, no matter the size will only get one vote. This help smaller states like New Jersey, Connecticut, Rhode island and most of north america's votes acutely mean something.
The Virginia Plan consist of 2 chambers,(legislatures) the representatives would be population of state. Completely fair to all of the states in America.
OH please, the only reason you want this rule is because you and the South country's have the biggest populations. How is this fair to the smaller population.

Why not have both of your plans but a bit different. This will have three houses, there would be two representatives each state in the upper class, then membership in both houses would be allocated to each state proportional to its population, i call it the Connecticut compromise.
