I propose that anyone that wants to be on the board of education for BEAUFORT, CARTERET, CLEVELAND, DARE, HYDE, MADISON, ONSLOW, PENDER, AND YANCEY Counties sould be a partisan.

when is comes time for the consideration by the first house the chair will recognize the sponsor of the bill or the person who recommended the bill, that person explains the bill then anyone who wishes to speak gets the chance. If the vote is passed, the bill is said to have passed its second reading and moves to its third and final reading, at which time there may be more debate.
After a bill passes its third reading it gets passed to another house. It goes through the same process of the 1st house. If approved it is debated on and voted on at 2nd and 3rd readings on the floors
