  • Welcome to the Constitutional Convention.
  • The New Jersey Plan!
  • Why don't we compromise? 
  • The Virginia Plan!
  • HEAR, HEAR!
  • Your just want that because you have more slaves!
  • Slaves should count towards population.
  • Delegates from 12 states gather the improve the Articles of Confederation. The government under the Articles was a complete mess because it made it so the national government couldn't tax the states. This was the Constitutional Convention. 
  • The delegates argued about whether to use the Virginia Plan or the New Jersey Plan for quite a few days until Roger Sherman came up with the Great Compromise, which used some of each plans ideas within it.  It proposed that power should go to both states and people, with states getting the senate, and the people getting the House of Representatives.
  • We need to keep slavery alive.
  • I can agree with that my good man.
  • The next topic was slavery.  Southern states saw that they were out numbered in the House, and thought that the Northern states might stop slavery. So, they proposed that slaves count toward population. The North states saw this as unfair as the south had more slaves than the North.
  • At last a better government.
  • Hear, Hear. 
  • Finally a last minute decision was made. This compromise said that three-fifths of the slaves in each state would count toward the population of that state. This agreement was called the Three- Fifths Compromise.
  • The delagetes also decided one last thing. They agreed that what ever men may come next, that they should not be allowed to make or even change any laws about slavery for the next twenty years.
