  • Virginia: We believe the amount of representatives should be based on the population with two houses of representatives.
  • New Jersey: Our plan is a one house legislature and every state gets the same amount of representatives.
  • That is not fair to the smaller states!  Us smaller states wont have as many representatives!
  • Problems started to arise and people were rebelling due to the flaws in the Articles of Confederation.  Shay's rebellion was due to the fact farmers couldn't make enough money because of the money shortage due to the Articles of Confederation.  Delegates from each state meet to discuss and revise the Articles of Confederation to resolve these issues.
  • Slaves  should be a part of the count for representatives.
  • Slaves should not be part of the counting  because they can no vote!
  • This convention was kept secret because they didn't want citizens to get worried about the issues at hand.  In this debate they agreed on some things, like how weak the Articles of Confederation made the government, but lot of the debate was contradicting Ideas.

  • In this convention were deciding a way to make society work.  Virginia's plan was to have a three branch government, two house legislative. Smaller states disagreed because it favored larger states with bigger population.  New Jersey's plan was in favor for smaller states because the amount of representatives didn't depend on the population.  The New Jersey plan still had three branches of government but only one house legislature.
  • I disagree it gives too much power to the national government.
  • I don't believe it is a good plan but it is as good as we can make it.
  • No we shouldn't ratify the constitution it doesn't protect the rights of the people.
  • To resolve most of this debate they compromised. For the Virginia plan and New Jersey plan they created the Great Compromise. This compromise had equal representation in the Senate but Proportional representation based on population in the House of Representatives. The South wanted slaves to count but the North didn't. They ended making the Three Fifths Compromise, and making slaves count as 3/5 a person. So 3/5 the free white population of a state was how many slaves there were.
  • The issue with how the president was elected also needed to be resolved.  They ended up voting for a president by electors from each state.  Each elector voted for two people and the person with the most votes becomes president and the person with the second amount became vice president.
  • This convention ended with many more compromises.  In the end this constitution has many reasons not to ratify it.  It is a bad pan for the government,  the president has the power to rule like a king, and it doesn't protect peoples individual liberties.  There were also reasons to ratify it.  It made a stronger central government, which is better then the Articles of Confederation, and power is divided and limited among three branches of of government.  Some people didn't like this constitution, George Mason and Elbridge Gerry, but like Benjamin Franklin believed it was bad but as close to perfect as possible.
