  • The Articles of Confederation
  • The founding fathers created a committee to create a system of government but they did not want to make it too strong otherwise it could be the same as a king.  
  • The articles of confederation had many provisions which basically said the states has final say on all decisions. The states are free from any other higher form of government.

  • The states had no longer been ruled by britain so they were weak and other countries begun to threaten the survival of the U.S.

  • Shays' Rebellion
  • Daniel Shays was a soldier who could only get a job as a farmer and when he could not pay the taxes his only choice was to rebel against the taxes and create a realization that we need a new government system.
  • Massachusetts was able to stop the rebellion but people still had problems so they met to discuss trade and decided the next year they needed to review the articles of confederation.
  • A Call to Revise the Articles
  • The attendees of this meeting decided to replace the articles of confederation because they needed a fresh start to have a stronger government but not too strong to overpower the freedom of the people.
