The action is my foot pushing the football, the reaction is the ball pushing my foot. The order for the action and reaction doesn't matter. But there is always an action-reaction pair.
If my foot is pushing the ball with a force of 10 N, then the ball is pushing my foot with a force of -10 N.
When I kicked the ball, the ball also pushed the same amount of reaction back on my foot.

Newton's Third Law of Motion states that for every action, there is an equal and opposite reaction.
Even thought there's the same amount of force applied to the player and the ball, the mass of them are different. The player's mass is much larger than the ball. So the reaction from the ball hardly affected her. But the ball's mass is much smaller, so it flew far away. This can also be explained by Newton's Second Law of Motion when plug in the variables.
