As Commander in Chief, the President is ultimately in charge of the military. The president cannot solely declare war but he can send troops into combat in 60 day time periods. Congress must declare can with a 2/3 vote.
The Chief of State role for the President is mainly a social-status role. As Chief of State, the President is the Ceremonial Head of the Government, meaning that he is the cover girl for the United States of America. This role also means that he is the literal head leader of the government.
