Roy is on the bus, when Dana, the bully, grabs him. Then Roy sees a kid, running, without shoes on. He gets curious. Then Beatrice tells Roy that the running boy is her brother, and she calls him Mullet Fingers, because he can catch a mullet with bare hands. Then Roy brings him some shoes.

Mullet Fingers doesn't want a pancake house to be built at this site, because Burrowing Owls live there. He comes up with a plan to try to stop it from being built, which is putting poisonous snakes there. But the foreman hired someone to bring in some dogs to capture Mullet Fingers.
While Mullet Fingers was putting the snakes at the site, he got bitten by one of the dogs. He had run away from a special school, and he did not want his mother to find him, because then she would send him back. So, Roy let Mullet Fingers use his name at the hospital, and they called his parents, but they were confused because they thought Roy was hurt. Quickly, Mullet Fingers escaped out the window before they could see him.
At the ground-breaking ceremony, kids from Beatrice's soccer team came to protest and made posters. The company did not believe that there were owl, but an owl came out of its hole, and surprised everyone. In the end, the pancake house would not be built.
