In 1807, Thomas Jefferson sponsored the Embargo Act
The Embargo Act imposed a general embargo that made any and all exports from the United States illegal.
The goal was to force Britain and France to respect American rights during the Napoleonic Wars.
Many did not agree with this act because the United States started to not make money and were losing a lot.
It was a failure because neither France nor Britain backed down from their original decrees curtailing neutral shipping.
On March 1st, 1809, the Embargo Act was relaxed with the Nonintercourse Act, which reopened American ports to trade with all nations except Britain and France.
