200 million gallons of water are brought into Rome each day through aqueducts.
Not getting work done
The government gave out free wheat to poor citizens but the farmers who grew the wheat had to pay.
Why should I give you all my surplus food?
Nearly half of the year was made up of holidays. On holidays romans went to watch the Circus Maximus or the Coliseum.
In the city the only two things the romans wanted was "bread and circuses." To get circuses they had to take time of resulting in no work getting done.
Farmers had to pay taxes by giving all of their surplus grain to the government or face punishment. This led to unhappy farmers.
Because of this tax farmers stop working hard to make a surplus of food because it didn't help them.
