I want to draft a bill!
You should go find a member of Congress to introduce your bill, it could be placed in the hopper.
The committee makes changes and amendments prior to recommending the bill to the full committee. If a subcommittee votes not to report legislation to the full committee, the bill dies. If the committee votes for the bill, it is sent to the floor.
I'm the speaker of the House, I'll refer this bill to the appropriate committee.
Our committee will examine the bill, held a hearing, and then "mark-up" the bill.
Bills are placed on one of four House Calendars. We will decide what will reach the floor and when.

A debate will be held. The debate is limited to 1 hour for the House but no limit for the Senate. A filibuster, a political procedure to delay or entirely prevent a decision being made on the proposal, could be used during the debate.
Cloture or, informally, a guillotine is a motion or process in the parliamentary procedure aimed at bringing the debate to a quick end could limit the length of the Senate debate.
After receiving a subcommittee's report on a bill the full committee votes on its recommendation to the House or Senate. This procedure is called "ordering a bill reported."
