James Madison describes his idea to create a strong government with three branches. Legislative, executive, and judicial. He also states how it will be broken into two branches.
James Madison is upset that the smaller states don't like the Virginia plan and they come back with another plan called the New Jersey plan created by William Paterson, that would make states even and not too powerful.
Neither group of people are happy about the Great Compromise, as James Madison explains it because it was not what either of the groups wanted. They were not happy but knew they would have to accept it to have a strong government.
