  • That's not fair!
  • First, someone in Congress thinks of an idea for an amendment. He/She announces the idea to the rest of Congress. If 2/3 agree with that idea, it goes to the next step.
  • Next, the states choose. 3/4 of the states have to agree with the idea in order for the idea to go through the next step.
  • Last, but not least, the idea has to through something called DUE PROCESS. Due process is owed to the people. It is fair treatment towards the people. After that...The idea is an amendment!!!
