The Roman Government was also plagued with corruption and instability. Many Roman emperors were assassinated, and even civil wars broke out because of political unrest.
The once grand Roman army has started to weaken, so emperors would hire foreign mercenaries to keep the army strong. However, many of these mercenaries were only loyal to money and their commanding officers. Power-hungry mercenaries would often turn against their Roman senior commanders, eventually sacking Rome.
