Hydra is a group of people out to kill all the Avengers. Hydra is gaining a huge advantage over the Avengers. The Avengers don't even know it . They are just helping Hydra win the so called "war" against them.

Tony stark meets with the Fantastic four, a group of superheroes. They meet to talk about how Hydra is going end all superheroes lives if they don't act now. The Registration Act is the only thing that is letting this all happen. So, they decide to fight against the other people that are against the Act.

They Fought for the Registration Act. On the left, Tony Stark (Iron Man) and Black Widow. On the right Steve Rogers ( Captain America) and Bucky Barnes.
At the end of the fight, Captain America ended up dying. All this happened because of a Registration Act. After all this Tony agreed that Cap was right and that this was unnecessary.
