  • Massachusetts needed to pay off their debt from the revolutionary war, but the "rich" people did not want to pay so they taxed the farmers and took their land. If farmers could not pay then they would be thrown in jail and forced to pay for food, clothes, hay ex. even though they had no money. Daniel Shays and the farmers stared a rebellion.

  • In 1787, delegates from each state met in Philadelphia to discuss ways to improve the Articles of Confederation. This meeting became known as the Constitutional Convention.
  • Constitutional Convention
  • One representative from each state in Congress. Could make treaties with other nations. No mhonarc, No president, No strong central government.
  • Articles of the Confederation
  •  Shay’s and his followers were eventually stopped; some of the men were hanged, but most were set free as many people sympathized with their cause. The incident became a national embarrassment, and led leaders to call for a stronger central government. These leaders met in 1787 at a meeting known as the Constitutional Convention.
  • Because James Madison was involved in many of the discussions in developing a new plan of government and took detailed notes, he has become known as the “Father of the Constitution.” George Washington was elected as the leader of the convention.
  • No trade rules. No official currency/money. Congress could not tax/make money. Congress could not form an army. No national court system.
