At first, many Americans doubted that the national government needed strengthening. But news of shays's rebellion in late 1786 and early 1787 quickly changed people's minds. Fearing the rebellion might spread, 12 states sent delegates to the meeting in philadelphia in the summer of 1787. Only Rhode Island refused to participate.

The 55 delegates to the Constitutional Convention, as the Philadelphia meeting became known, were a very impressive group. Patrick Henry refused to attend. The convention did not reflect the diverse U.S. population of the 1780's. No Native Americans, African Americans, or women among the delegates.

People did not know what to expect some thought they would draft the amendments to the Articles Of Confederation, others thought they would design a whole new plan. They really were talking about their really weak government and how to make it stronger.
Randolph offered a plan for a whole new government. The plan became known as the VIrginia Plan. It proposed a government with three branches being legislature which made laws, executive that enforced laws, and Judiciary which interpreted laws. The Virginia plan also proposed a legislature with 2 houses. in both houses, the number of representatives from each state would be based on population and wealth.
In response to the Virginia Plan, New Jersey delegate William Patterson presented an alternative on June 15th. The New Jersey Plan called for a legislature with one house. In it, each state would have one vote. In providing equal representation to each state, The New Jersey Plan was similar to The Articles Of Confederation. The Virginia Plan won and became the framework for the Constitution.
Since representation in the House Of Representatives was based on population The Southerners wanted slaves to count as citizens while the Northerners didn't. So they made the Three fifths Compromise which would make 3 fifths of the slave population be counted as citizens. Then Northerners started talking about Stopping Slave trading in all the nations in the U.S. Then a Debate began.
