States formed their own local governments, but it wasn’t enough there were problems facing each state and they needed a centralized government
In 1781 the 13 states adopted their first federal constitution, under the articles of confederation most power remind with the states. The Atricles granted the federal government only certain limited powers.
Poblem with the constitution is that the government had no say in interstate commerce and could not levy taxes and without a steady source of income the federal government couldn’t pay its immense war debt .
The states sent delegates to a special convention in Philadelphia in may 1787 , the delegates worked thourghout the hot Philadelphia summer to resolve differences then On September 17, 1787, the convention comes to a close as the representatives sign the Constitution.
Opponents of the proposed constitution were the anti federalists, one of the most powerful arguments of the anti federalist was the posed constitution lacked a bill of rights to secure ratification, the federalists promised to add a bill of rights once the new government convened t the states ratified the amendments in 1787
