  • I think the majority should always win!
  • It's a hot gross sweaty summer in philadelphia and every ones forced to cramp into one room. George Washington is at the center table. Roger sherman is standing in the middle of the room.

  • Some delegates supported the New Jersey Plan, this plan called for each state to have one vote so that states with a smaller population have a fair say. James Madison is now at the middle table.
  • Federalists
  • But the bigger states supported another plan, a plan that said each person would get a vote so that the majority all ways wins. They agreed to half half the government be run by majority and the other half would give each state one vote.
  • Anti-Federalists
  • Delegates could not decide on if slaves would be counted as people so they decided they would be counted as 3/5 of a person.
  • Federalists thought power should go to the government, laws that the central government pass should over run laws that the states pass.
  • Anti-Federalists thought that the states should get the final say and could over write federal laws.
