YESSchools should be a safe place and students should be free from harm, harassment, and be treated equallyThe use of restraint and seclusion can lead to serious student injury and even deathThe ED needs to pass legislation because many states either lack or have inconsistent regulationsParents need to always have informed consentThere needs to be policies that ensure the following: FAPE, prohibition of off-use equipment, use of LRE and evidence based practices and constant monitoring

NOWithout the availability and appropriate use of restraint and seclusion, many students would not be able to remain in the public education setting and would most likely be institutionalizedMany teachers and other school personnel would also be at a higher risk of serious injuryFederal government should advocate for funds and training instead of limiting the use of restrain and seclusion
