Well, water, H20, has very strong intermolecular forces, which are the forces of attraction between different molecules, as well as a high surface tension. This is because water is capable of Hydrogen Bonding - one of the strongest IMF's. Since when you belly flop you have to break the surface of the water and H20's IMF's are so strong and surface tension is high... it makes it very hard to break through the surface- causing it to hurt when flopping.
