Sims and a group of voters sued to make representation proportional to the changed populations. Each county should have at least one representative regardless of size.
The reaction to this decision was so powerful that a constitutional amendment was unsuccessfully proposed to allow States to have unequal districts.
The Supreme Court applied the "One person, one vote " based on the equal protection law of the 14th amendment. As a result almost every state had to redraw its legislative districts.
