1935- America could not trade with any country who has declared war; including our old allies from World War 1.
1936: America could not lend any money or weaponry
1937: ended trade of weapons with Spain, still in hopes to keep America out of wars
Destroyers for bases- Britain needed ships from America. Because of Neutrality Laws, America could not sell them for cash, but traded them for land on multiple islands.
1939: Trade with countries were on a 'cash and carry' basis.
December 7, 1941: Pearl Harbor attacked Dec. 8th America declares war on Japan.
Japan responded by signing an alliance with Germany and Italy.
Japan began to take over Chinese lands. America refused to sell scrap material and plane fluid.
Committee to Defend America by Aiding the Allies wanted to trade with Allies who were trying to defend itself against the Axis powers. They were a large reason why the Lend-Lease Act of 1941 was able to be passed by Congress.

Hemispheric Defense Zone was to help British cargo ships without appearing to take their side in war.
Lend Lease Act Allowed trade of weapons to other countries for our own personal protection.

The United States was technically neutral until declaring war on Japan after Pearl Harbor. However, we took sides under the table and attempted to help the Allies. Without legally breaking laws FDR was able to find loop holes to get Britain the supplies and support they needed to keep the Axis powers away.
