The theme of "The Cats of Ulthar" is "dont let your fears stop you from confronting what you think is wrong." Because of fear, the townsfolk stand by as the couple kills the pets. They also do not stop the boys chanting because of their fear of him. "But the villagers did not discuss such things with the old man and his wife; because of the habitual expression on the withered faces of the two..."
The mood of this story is very dark and spooky, as the ominous travelers visit town, cats are being killed by people, and vice versa.
