I have a plan for our government. It's called The Virginia Plan.
That's the worst idea ever for the small states!

We should have a plan were the population doesn't just have more votes and we can call it the new jersy plan
Edmund Randolph proposes The Virginia Plan.
The Virginia Plan had weeks of debate. The Larger states agreed with the plan because they would get more power. The smaller states opposed this plan. They worried that the larger states would end up ruling the others.
In response to the Virginia Plan, New Jersey delegate William Paterson presented an alternative on June 15. The New Jersey Plan called for a legislature with only one house. In it, each state would have one vote. In providing equal representation to each state, the New Jersey Plan was similar to the Articles of Confederation. Even though the New Jersey Plan gave the legislature the power to regulate trade and to raise money by taxing foreign goods, it did not offer the broad powers proposed by the Virginia Plan.
